ABSTRACT: Establecer la naturaleza jurídica de la Procuraduría Federal de Protección al Ambiente, su competencia material a fin de conocer las funciones que realiza, y en razón de ello el ámbito en el que está facultada para emitir actos, resoluciones, y en consecuencia establecer el medio de defensa en vía administrativa instituido por el legislador a fin de resguardar las garantías de legalidad y seguridad jurídica de los particulares contra aquellos actos de dicha autoridad que invaden su esfera jurídica. Por lo que, resulta necesario conocer los puntos primordiales y específicos establecidos por las leyes que lo regulan.

ABSTRACT: Establish the legal status of the Federal Attorney for Environmental Protection, its material competence to know the functions performed, and because of this the area that is authorized to issue acts, resolutions, and thus establish the average administrative defense instituted by the legislature in order to protect the guarantees of legality and legal security of individuals against acts of that authority to invade their legal rights.So, it is necessary to know the specific key points and established by the laws that regulate it.
