Abstract
El Documento Electrónico Gubernamental y la necesidad de su Reglamentación en México

RESUMEN: En el presente ensayo me propongo realizar un breve análisis sobre la administración en general, la administración pública y su organización, para poder determinar sí éstas pueden compararse, realizando un especial énfasis entre las diferencias que en su caso existan, a efecto de determinar el por qué existe esa percepción de mayor prestigio de la administración privada sobre la administración pública y proponer una alternativa que llegue a cambiar la percepción de los mexicanos acerca de la Administración Pública.

The Governamental Electronic Document and the neccesity of its Regulation in Mexico

ABSTRACT: The growing use of information and communication technologies in the public administration sphere obliges us to go beyond the conception of electronic document, which is identified with the complete registry of a coherent speech. Pressing the “enter” key or clicking on any icon creates a registry; and these are acts that, even though they have the issuing or registry character of isolated data, can be recognized as facts that – in order to be registered –, can generate juridical consequences. This article is formed from a theoretical construction that leads to the analysis of a complex reality, and concludes with a series of considerations of wide-ranging repercussions for the daily exercise of public function.
