Abstract
La Responsabilidad Administrativa de sus Servidores Públicos y la Responsabilidad Patrimonial del Estado de Jalisco

RESUMEN: En materia de responsabilidades administrativas, debe prevalecer la “garantía de la legalidad en la actuación administrativa del Estado,” incluidos los principios éticos necesarios para su buen desempeño tanto de los órganos como de sus funcionarios, todo ello constituye una exigencia de un Estado de Derecho. El Estado de Jalisco responde directamente en cuanto a la responsabilidad patrimonial, aunque existan limitantes en la disposición de recursos públicos suficientes; por lo que se recomienda que en la firma de Convenios Internacionales en materia de responsabilidades, México, debe ser prudente al firmarlos tomando en cuenta sus posibilidades reales de cumplirlos.

The Administrative Accountability of its Public Officers and the Patrimonial Accountability of the State of Jalisco

ABSTRACT: Regarding administrative accountabilities, the “guarantee of the State’s administrative action’s legality”, must prevail, including the necessary ethical principles for the good performance of its Organs, as well as of its officers; all of this constitutes a demand of the State of Law. The State of Jalisco is directly responsible for patrimonial accountability, although restrictions exist in the regulation of sufficient public resources; therefore it is recommended that in the signing of International Agreements concerning liabilities, Mexico must be prudent in the moment of signing them, taking into account the real possibilities of accomplishment.
